Planning Commission: Stewart’s Grant Hearing

On Monday March 27, at 6:30PM, the Planning Commission will hold a public hearing on the proposed Stewart’s Grant development in Great Mills. This is the development planned near Carver Elementary school, and I’ve posted concerns about this development previously.

A few changes have been made since the previous hearing back in January:

-reduction of dwelling units from 1,275 to 1,122

-removing on-street parallel parking within the development

I still have the following, and some new, concerns:

-How is the school capacity issue being addressed?

-What does the “Community Center” and “Park” space shown on the map entail?

-Will this development have to pay the new excise tax amount (possibly significantly different than the current impact fee)? This helps fund improvements and new services for county residents.

-How have the environmental concerns been addressed? (The St. Mary’s River Watershed Association has serious concerns about this as well: https://www.somdnews.com/.../article_72b684ad-88a0-5491...)

-Why doesn’t the traffic impact study include information about total generated vehicle trips once this development has been completed? (SHA also questioned this in a letter from February 2023).

-The original plan book is 30 years old–have any studies been done since to determine the need for this housing, at what price point, etc? Many developments that exist now did not exist when Stewarts Grant was originally proposed.
