Riverside Townhomes

Public Hearing on Sept 9th
Back in March, I reported on a 42 unit neighborhood called Riverside Townhomes, located just north of the Route 235/4 intersection. The area, formerly known as By the Mill Subdivision, consists of several lots that are 8 acres in total. The Planning Commission (PC) will review the concept site plan on September 9th, at 6:30PM.
An APF Memo from Director Andritz of Land Use & Growth Management (LUGM), states no traffic study is required because the project will generate “less than 50 peak hour trips.” Only a ‘D’ level of service (LOS) needs to be met for intersections within the Lexington Park Development District, a strategy used to promote development despite failing instructure. The memo also notes a third lane will be added by the Oak Crest Project “once the threshold of trips is reached.” Oak Crest is where Aldi, R/C Theaters are located, and soon a Chipotle (under construction) and Royal Farms will join them.
Lahaco Investments LLC offered “a fee-in-lieu payment in the amount of $3500” towards the 235/FDR intersection nearby. Tidal Wave Auto Spa has proposed a fee-in-lieu of $12,369.50, while the recently approved Honda/Kia Dealership will pay $18.5K. The intersection will cost around $500K. The fee-in-lieu only requires the developer to contribute an amount proportionate to their calculated traffic impact.
Lahaco, based in Prince Frederick, has Kurt Fowler, of Mulford Construction, listed as its resident agent.
The traffic study considered other planned developments in the area including Tidal Wave, First Colony Apartments (FDR/Route4), Magic Tunnel Car Wash, and Old Rolling Road Apartments.
While the concept site plan shows two areas listed as a “mini park,” notably, the 3D rendering does not show them developed. It does, however, include a planned access road running behind the property to eventually connect with By the Mill Way and complete at the FDR/235 intersection.
The following week, September 16th, the PC will review the concept site plan for Tidal Wave Auto Spa. As seen in the below graphic, Tidal Wave would be next door to the townhomes if approved. The PC was originally scheduled to review the concept plan on August 26th, but the project’s representative asked for a continuance because their traffic consultant was unavailable to attend.
Should both projects receive approval, they will surround Three Notch Dental.
